　　為深入貫徹醫藥衛生體制改革精神，現就建立全科醫生制度提出以下指導意見:、充分認識建立全科醫生制度的重要性和必要性

　　(一)建立全科醫生制度是保障和改善城鄉居民健康的迫切需要。我國是一個有13億多人口的發展中國家，隨著經濟發展和人民生活水平的提高，城鄉居民對提高健康水平的要求越來越高;同時，工業化、城鎮化和生態環境變化帶來的影響健康因素越來越多，人口老齡化和疾病譜變化也對醫療衛生服務提出新要求。全科醫生是綜合程度較高的醫學人才，主要在基層承擔預防保健、常見病多發病診療和轉診、病人康復和慢性病管理、健康管理等一體化服務，被稱為居民健康的“守門人”。建立全科醫生制度，發揮好全科醫生的作用，有利于充分落實預防為主方針，使醫療衛生更好地服務人民健全

General practitioners are highly comprehensive medical talents who mainly undertake integrated services such as prevention and health care, diagnosis and referral of common and frequently occurring diseases, patient rehabilitation and chronic disease management, and health management at the grassroots level. They are known as the "gatekeepers" of residents' health. Establishing a general practitioner system and leveraging the role of general practitioners is conducive to fully implementing the prevention oriented policy, enabling medical and health services to better serve the people's health and well-being
